Answer: The fees paid by an employer depend on the case. Below is a chart that describes the various filing fees that may be required for each case, and who is responsible for paying the fee.

H-1B Petition
I-129 filing fee$460 for every petition. It must be paid by the employer.
USCIS Anti-fraud Fee$500 for the first petition filed on behalf of an employee. It must be paid by the employer. 
ACWIA Training Fee$750 or $1500 depending on the size of the employer, for the first two petitions filed on behalf of an employee. It must be paid by the employer. Some employers may be exempt from this fee.
Premium Processing Fee (optional)$2,500 to upgrade the petition to premium processing to be processing in 15 business days. It may be paid by the employer or the employee.
Public Law 114-113 Fee$4,000 if the company employs more than 50 employees and more than 50% of its workforce is employed with H-1B, L-1A or L-1B status. This fee is paid once for the first petition on behalf of an employee. It must be paid by the employer.
Form DS-160$190 filled out and paid for by the employee to obtain their H-1B visa stamp. If the employee already resides in the United States, they will only need an H-1B visa to travel and return to the United States.
H-4 Dependent Application
I-539 filing fee$370 for every application. May be paid by the employer or the employee
I-765 filing fee$410 for every application. May be paid by the employer or the employee.
Form DS-160$190 filled out and paid for by the employee or their family members, for each family member, to apply for their H-4 visa stamps. If the family already resides in the United States, they will only need H-4 visa stamps to travel and return to the United States.
